Climate change is a major challenge for the territories and requires an adaptation strategy that is equal to this challenge. Since it is impossible for communities to anticipate the impacts of climate change at the local level, they must work to identify the challenges of their adaptation, and the risks associated with inaction or inappropriate adaptation, in order to project themselves into a "territorial future" defined by a process of identifying priority actions to be undertaken.
