Decentralization is a regalian movement which, at first sight, is under the supervision of the State. In fact, it is decided and organized by the State. It is based on the establishment or extension of powers attributed to public institutions whose competencies are defined by law. This administrative, political, institutional and financial decentralization is underway in African countries. It has given rise to new actors, namely local authorities.

The democratization of decision-making processes at the level of a territory through local governance requires the transfer to local authorities of the authority and resources necessary for their new functions. Unfortunately, the persistence of a lack of capacity undermines territorial governance.
