Territorial development  is a sustainable process of construction and management of a territory that grants the local population a preponderant place in the determination of the vectors of development in a sustainable and equitable perspective that includes economic, social, environmental and cultural aspects. Territorial development is a process of consolidation of social links, through the improvement of well-being and the construction of a cultural identity materialized in the construction of the territory.

Public structures (regions, communities, etc.) involved in territorial development need to animate their territory, to involve stakeholders in order to share the issues, to bring out solutions through collective intelligence and to welcome initiatives, in order to be a facilitator. Territories need to acquire the necessary knowledge to strengthen their credibility and build trust through a detailed knowledge of the issues.
